Description
This role entails contributing to donor management efforts, monitoring performance, assisting with governance framework, researching funding opportunities, leading proposal writing, maintaining a relationship database, analyzing CSR policies, developing multi-year proposals, strategizing donor relations, and supporting impactful communication efforts.

Job Summary:
The incumbent will be responsible for taking forward strategic thrust to the planning of the overall HSTP-TMS as well as supporting the government of Bihar in implementation of PPP activities and models through conceptualization, designing and analyzing the PPP programs for the state of Bihar, health department. The incumbent will be developing Request for Proposals and support the government in tendering process. As an individual leader, the incumbent will play a key role in providing strategic inputs for program design, drawing on operational experience to design and refine implementation approaches, processes and tools, anticipating their feasibility and impact.
This role will be responsible for but not limited to the following:
The primary duties and responsibilities of the PPP Specialist will include the following but not be restricted to:
Program Management Unit
- Develop the framework and required concept document for the establishment of PMU-PPP at the State health Society
- Develop the budgeting and ensure PIP inclusion for the same and advocate establishment of the PMU
- Develop TOR for human resources and the PMU
- Developing operational mechanism and steps for contract management and Governance system
- Develop capacity building/training materials and content for the PMU staff of the Government to enable them to run the PPPs effectively
- Develop systems and mechanism for effective implementation and ensure institutionalization for smooth functioning of PPP activities in the State.
- Develop relevant documents and presentations for building capacity of the PMU on tendering processes, contract management and monitoring of the PPPs
Proposal and concepts development
- Conducting feasibility study, develop request for proposals (RFP)/expression of interest (EOI) for the new projects, also for renewal of PPP.
- Develop the concept of Contract management and required systems with respect to Health PPPs in the state
- Provide technical support to the state health society for PPP through conceptualizing and writing proposals for any new or reviving of old PPP.
- Support the state health society leadership/ thematic leads in Bid Process – conducting pre-bid meetings, publication of corrigendum and technical and financial evaluation etc.
- Study successful PPP programs rolled-out in other states of India to identify the best practices.
- Develop standard tools for tendering and capacitate the concerned in-charge of the programs in the Govt.
Policy, Strategic Program Planning and Design of PPP
- Develop policy document/Guidelines on different facets and concepts of PPP Tendering for Health
- Undertake extensive policy research and development of healthcare policies, as and when required.
- Support the state in developing PPP policies and guidelines for the state in different thematic areas like FP, MCH etc.
- Provide strategic inputs to the overall design of all PPP intervention approaches of GoB, at state, district and block levels.
- Developandteststrategiesforco-designofPPPimplementationapproacheswith government program leadership at the state level.
Monitoring and Evaluation
- Develop tools for monitoring progress of all interventions against plans, including Key performance indicators related to all PPP programs.
- Design and Conduct tools and mechanisms for third party evaluation of PPP Programs of SHSB
- Identify internal and external capacity/skill building needs and design ways of responding to these needs in a timely manner
Capacity Building / Training
- Conduct training programs/orientation programs for the Government Officials State and districts and private partner running the PPP program in the state on contract management etc..
- DevelopTraining material and conduct capacity building sessions for the officials on PPP programs and concepts of PPP, Tender development processes etc.
- Ensure smooth handover of the PPP functions to the state PMU officials over a period of tim
Advocacy
- Advocate with the concerned government officials including the leadership on the solution developed within the framework of PPP and clarify any query.
- Follow up with officials on pushing forward the PPP programs at State level Represent PF in Government forums as deemed fit by leadership
Others
- Execute any other Special task regarding PPP given by organization
Desirable Qualification & Experience
- MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.) with a minimum 10 years of professional experience of providing consulting in development sector/ business research/ market research/ Procurement; or
- Preferable experience of working in both private corporate sector and public sector specially in Tender development process and purchasing
Essential Skills:
- Expertise in secondary and primary research
- Expertise and in-depth knowledge of Tendering mechanisms and its processes.
- Should have good management skills.
- Ability to objectively analyze and interpret quantitative and qualitative program monitoring and evaluation data.
- Demonstrated rigor in executing tasks, with an eye for detail
- Familiarity with functioning of government systems and procedures.
