The current project focuses on developing the Bihar Nursing Registration Council's technology platform, adhering to MiETY policies, and involves system analysis, technology selection, and ensuring scalability and performance.

Digital Bharat Collaborative (DBC), a part of Piramal Foundation, supports the government to transform the public healthcare system by building a robust digital delivery platform that ensures availability and accessibility of quality healthcare for all. Through this, we seek to enhance experiences of citizens in accessing government health services at the last mile.

Job Summary:

This Project is to develop and support the open-source digital solution COMPASS in adherence to the Ministry of Electronics & Information Technology (MiETY) policies, particularly the AGILE framework. 

The specific focus is on creating the Bihar Nursing Registration Council technology platform, designed to function as a regulatory hub for both institutions and individuals. 

The team engaged will be responsible for Technology Platform Development, including twelve months of warranty support. This support encompasses training and handover to the maintenance team after the application’s operation and support go live. It’s important to note that Cloud/Infrastructure management is excluded from the scope of this engagement. This comprehensive strategy aims to create a robust and sustainable digital solution in line with MiETY policies and the specific requirements of the Bihar Nursing Registration Council.

This role will be responsible for but not limited to the following: 

1. Determine organization needs and identify system specifications.

2. Analyze the needs of large systems and break them down into smaller manageable parts.

3. Technology Selection: Evaluate and select appropriate technologies, frameworks, and tools for the development and implementation of the solution. Stay informed about emerging technologies and industry trends.

4. Coding Guidelines and Standards: Establish coding guidelines and standards to ensure consistency and maintainability of the codebase. Conduct code reviews to ensure adherence to standards.

5. Oversee development and implementation of assigned programs and guide teammates.

6. Scalability and Performance: Design the system architecture with scalability and performance in mind to handle current and future requirements. Optimize and tune the system for optimal performance.

6. Ensure that systems satisfy quality standards and procedures.

7. Work with senior IT personnel to devise plans for future IT requirements of the organization.

Desirable Qualification & Experience 

1. A bachelor’s degree in a relevant field such as information technology, computer science, engineering is often required 
2. 16+ years of experience

3. Ability think strategically about technology to enable seamless and affordable implementations

4. Expertise in the frameworks such as .NET or JAVA
